It's a terrible misrepresentation to claim there is any existing law prohibiting internet gambling. There isn't.
If Michigan state law does not prohibit internet casinos and poker rooms, then there is no federal law standing in the way. The Wire Act addresses telephone sports wagering, but I doubt he's talking about that. UIGEA addresses "illegal" gambling only.
Of course, overturning federal enforcement of protectionist state prohibitionist laws via UIGEA will certainly be a huge benefit, given the most companies -- esp banks and payment processors -- won't make state-by-state rules.
The only thing I've heard is that there was a rumor a few weeks ago that Barney Frank would do the same thing. He clarified that while he was still opposed to the legislation that was snuck onto the Safe Ports Bill last year that he wasn't going to introduce legislation to overturn it at this time...
